What key performance indicators (KPIs), would you look at to determine which places are closer to Equal Opportunity for Every Child?

What about Citizenship over Subject in countries under a Monarchy ? Under a fully evolved Meritocracy, monarchies would not be welcome I understand. But in transition it can help. Another thing is Global awareness. By that I mean helping kids understand the global issues are all part and parcel of everything else, and what affects us affects those around the world in one way or another. This could come under philosophy lessons I suppose.
