This is a new way of looking at a Basic Income and it mentions Merit, and Meritocrats. It removes the universal use of funds and universal disbursement which disappoints a good many otherwise supporters. Most in the Meritocracy world understand that a Basic Income is a great step to the starting line desired, and this proposal makes that clear without actually saying it. Almost like the author is a Meritocrat?
Its called a Decadal Base Income and it disperses the funds based on age to compensate for our ever increasing technological unemployment, and though it creates a starting line it also insists that the founding fathers would demand that finish lines are not for everyone.
